Medical Informatics

The "Medical Informatics" specialist field of the GMDS represents current topics in medical informatics within the GMDS and externally and coordinates the working groups that show the range of the subject and the methods used in it. The working and project groups organise their own events, participate in the organisation of the annual conferences, co-organise established conferences and produce important publications and statements.

Medicine is not possible without a comprehensive and carefully planned collection and processing of information. Thus, in hospitals, adequate information logistics significantly influence the quality of patient care. Adequate presentation and systematic processing of image and biosignal findings can support diagnostic and therapeutic decisions. Likewise, a systematic representation of medical knowledge about the diagnostics and therapy of diseases and the establishment of knowledge bases to support the physician's decisions is helpful.

The 'Medical Informatics' specialist field of the German Association for Medical Informatics, Biometry and Epidemiology (GMDS) and the 'Medical Informatics' specialist committee in the specialist field "Informatics in the Life Sciences" of the German Association for Medical Informatics (GI) are the sections in their specialist associations that deal with information processing in medicine, i.e. with medical informatics. They have the particular aim of demonstrating and promoting the benefits and applicability of methods and tools of medical informatics for medicine and to offer assistance to practitioners. All activities are carried out in close cooperation and coordination between the two professional associations. The contractual agreement of this cooperation was updated in September 1999 in accordance with the amendment of the GMDS statutes.

Within the GMDS, activities often take place jointly with an analogous structure of the respective medical society, in particular the application-oriented work in working groups related to specific medical subfields. The working and project groups of the GMDS "Medical Informatics" section usually work across disciplines and are intended to support the development, evaluation and adequate application of methods and tools of medical informatics or informatics in medicine and healthcare.

Within the GI, there is in particular an exchange of knowledge and experience with those specialist groups or departments that deal with methodological foundations of informatics. This is intended to promote adequate methodological further development of medical informatics.

Expert Committee

The Expert Committee "Medical Informatics (FAMI)" is a joint management body in the Gesellschaft für Informatik (GI) e.V. and the GMDS. In the GMDS, it is the governing body of the "Medical Informatics" specialist field with six elected members. In the GI, it is a sub-body of the department "Informatics in the Life Sciences", formerly: 'Information Technology and Technical Use of Informatics (ITTN)' it 3 members.

The expert committee represents medical informatics in the GMDS and the GI. It coordinates the working groups, sets up project groups on current topics and supports cross-working group activities such as the workshop "GMDS meets Gematik" and the "GMDS Doctoral Student Meeting Medical Informatics".

The Medical Informatics Expert Committee regularly invites people from among the working and project groups, the task forces, the Expert Committee and the Medical Informatics Certificate Commission to working meetings for the joint development of perspectives in medical informatics.

In November 2014, a publication of the Medical Informatics Expert Committee on the topic of "Medical Informatics in the Digital Society: In the Field of Tension of Multiple Tasks" (Deutsches Ärzteblatt | Jg. 111 | Heft 48 | 28 November 2014) was published.

Information

With regard to training, the MI certificate can be obtained and recommendations for training in medical informatics (GMDS publication series, issue 13) have been issued, which have also significantly influenced the international recommendations of the International Medical Informatics Association (IMIA) on training in medical informatics.

The Expert Committee "Medical Informatics" is the joint steering committee of the specialist field "Medical Informatics" of the GMDS and the Expert Committee "Medical Informatics" of the specialist field "Informatics in the Life Sciences" (formerly: Information Technology and Technical Use of Informatics (ITTN)) of the Gesellschaft für Informatik (GI) e. V. (German Informatics Association).

    The award was given for outstanding work on the topic of drug therapy safety through information systems. In a large circle of experts, the WG had written a memorandum on the "Use of Information Technology to Improve Drug Therapy Safety (Memorandum AMTS-IT)" and published it nationally, including in MIBE, and internationally, including in Methods of Information in Medicine, as well as other papers on the topic.

    The WG also presented the topic to a broad professional public in the form of events, e.g. at the D-A-CH conference "Drug Safety and Medical Informatics: Status, Opportunities and Challenges" at the Bern University of Applied Sciences in Biel/Switzerland. In this way, the Working Group on Medicines Information Systems has made an important contribution to perceiving information technology and information systems much more strongly than before as tools for patient safety in medicine, to creating the necessary conditions for their use and to using them appropriately.
    The WG is headed by Dr Manfred Criegee-Rieck (Erlangen), his deputies are Prof. Dr Elske Ammenwerth (Hall/Tyrol), Dr Jens Kaltschmidt (Heidelberg) and PD Dr Antje Neubert (Erlangen). Mr Criegee-Rieck accepted the certificate at the closing ceremony of the 59th GMDS Annual Meeting in Göttingen.

    The award has been presented annually since 2013 to the most active group within the specialist field of medical informatics (MI). It is endowed with 1,000 euros. The award winner is selected by the Medical Informatics Expert Committee (FAMI).

    First-time award of the GMDS MI Team of the Year Award, endowed with 1,000 euros, to the most active group within the specialist field of medical informatics (MI) by the specialist committee on medical informatics (FAMI).

    The award was given to the working group "Use of electronic files for clinical research" under the leadership of Prof. Dr. Hans-Ulrich Prokosch, Erlangen and his deputies Prof. Dr. Martin Dugas, Münster and Mr Sebastian Semler, Berlin.

    The award was presented at the GMDS Annual Conference 2013 in Lübeck by Prof. Dr Ursula Hübner, Head of FAMI. Mr Semler accepted the award on behalf of the working group.

    The jury, consisting of the members of the Medical Informatics Expert Committee, agreed that the working group around Professor Prokosch deserves the award as it has provided collaborative and outstanding service to an important topic in MI.

    The work of the WG ranges from the creation of suitable standardised framework conditions for the further processing of patient data from electronic record systems in scientific studies, over electronic tools for the recruitment of patients for clinical studies, to the IT-supported management of biomaterial banks. The working group works closely with the TMF (Technologie- und Methodenplattform für die vernetzte medizinische Forschung e.V.) at national level. At European level, the working group is networked in many ways through its members in EU research projects. For example, the first European i2b2 Academic User Group Workshop took place in Erlangen in spring 2013 with over 60 participants from all over Europe.

    The WG "Use of electronic records for clinical research" was founded in 2009 as a project group and became a working group in 2011.

    Activity from 1st January 2018 to 31st December 2018
    For the continuous exchange of information, FAMI held web conferences and face-to-face meetings every two months.

    The exchange and transfer of information from the BMBF Medical Informatics Initiative (MII) was continuously maintained, in particular by the FAMI members Ulli Prokosch (NSG) and Uli Sax (NSG AG Interoperability), who are significantly involved in the MII. Furthermore, the extent to which the GMDS can contribute to the initiatives for the National Research Data Infrastructure was discussed. In this regard, there was also an intensive exchange with the TMF. Through Uli Sax, there was also an exchange with the ZB Med in this context.

    For FAMI, the preparation of the GMDS Annual Conference 2018 in Osnabrück included active involvement in the programme design and proposals for keynote speakers, as well as participation in the review process for long papers, presentations, posters and prizes. Coordinated by the conference chair Ursula Hübner, FAMI also participated in the drafting of the "Osnabrück Declaration".

    Work was carried out to ensure that the GMDS conference proceedings in Studies in Health Technology and Informatics, which have been published by IOS Press since the GMDS annual meeting in Munich, are recognised by the AWMF in the same way as a journal without impact for doctoral and postdoctoral work. For this purpose, a "Rules of Procedure for the Review and Publication of Long Papers (Original Papers) in "Studies in Health Technology and Informatics" in the Context of Scientific Events of the GMDS" was drafted for the GMDS Executive Committee and submitted for approval. Rainer Röhrig was then appointed Editor in Chief by the GMDS Executive Committee.

    FAMI has worked intensively on the further development of its WGs, PGs, PC and in doing so has shaped and accompanied the transformation of PGs into WGs, new elections and strategic developments. Among other things, the " WG Biomedical Informatics" was established as a joint working group of the specialist fields of medical informatics, medical biometry and medical bioinformatics and systems biology in this context at the GMDS advisory board meeting. Furthermore, the working group "Informatics in Pathology" was dissolved.

    In 2018, the specialist field of medical informatics awarded a prize for the first time at the annual conference as part of a mappathon (organised by Ann-Kristin Kock-Schopenhauer, Philipp Bruland and Dennis Kadioglu) to the two prize-winning teams Noemi Deppenwiese/Hannes Ulrich and Stefan Hegselmann/Philipp Neuhaus/Michael Storck, and for the "Best Paper" to Hannes Ulrich.

    The work of the specialist committee on medical informatics (FAMI) in 2017 was strongly influenced by the preparations for the BMBF call for proposals on medical informatics and by the intensive discussions on establishing a new specialist field of medical bioinformatics and systems biology.

    To this end, FAMI held web conferences and face-to-face meetings every two months.

    For FAMI, the preparation of the GMDS Annual Meeting 2017 in Oldenburg included active participation in the programme design and proposals for keynote speakers, as well as participation in the review process for long papers, presentations, posters and prizes.

    In the second half of the year, the respective FAMI members reported regularly on the MI initiative of the BMBF. Leading GMDS members are also active there, e.g. U. Prokosch in the National Steering Committee (NSG), U. Sax is speaker of the WG Interoperability. Thus, the GMDS is also actively involved in this large funding measure.

    In parallel, further discussions were held on improving the visibility of bioinformatics in the GMDS on the basis of the thesis paper from a core group. In response to the paper and the options for bioinformatics, new members were recruited for the GMDS. The term "systems medicine" was discussed controversially, and finally the formulation "medical bioinformatics and systems biology" was found. This also expresses the intention that "systems medicine" in sum is what the GMDS stands for as an interdisciplinary professional society.

    Furthermore, FAMI strongly advocates the inclusion of hospital IT operators as new GMDS members.

    FAMI has worked intensively on the further development of its WGs, PGs, PCs and in doing so has shaped and accompanied the transformation of PGs into WGs, new elections and strategic developments. For one PG, the discontinuation due to inactivity was requested in the GMDS General Assembly.

    The MI Team of the Year 2017 was the WG Information Processing in Nursing.

    The specialist committee "Medical Informatics" (FAMI) is the joint steering committee of the GMDS specialist field "Medical Informatics" and the specialist group "Medical Informatics" of the specialist field "Informatics in the Life Sciences" (ILW) of the Gesellschaft für Informatik e.V. (GI). Since October 2016, the expert committee has been composed as follows: B. Breil (Krefeld), U. Hübner (Osnabrück) H.U. Prokosch (Erlangen), R. Röhrig (Oldenburg), U. Sax (Göttingen), S. Thun (Krefeld). R. Breitschwerdt (Flensburg), A. Hein (Oldenburg) and S. Seifert (Pforzheim) are FAMI members appointed by the GI. U. Hübner thus replaced A. Goldschmidt, who was a FAMI member up to and including September 2016. H.U. Prokosch and B. Breil were re-elected to FAMI in 2016.
    During the reporting period, the specialist committee met in February 2016 in Erlangen together with the GI specialist field Informatics in the Life Sciences (ILW). 3 further meetings were held via web conference. At the end of 2016, 21 working groups, 4 project groups and 5 task groups belonged to the specialist field "Medical Informatics". The WG "Introduction of eGK and HBA in hospitals" was discontinued at the 2016 advisory board meeting, as the topic is being dealt with at other levels. The PG "MI Teaching in Medicine" was converted into a working group at the 2016 Advisory Board meeting.

    During the reporting period, FAMI received 6 applications for financial support of WGs/PGs/TGs, almost all of which were supported. FAMI expressly encourages the heads of WGs, PGs and TGs in the field of medical informatics to use these financial support options of the GMDS for their respective scientific activities.
    All groups continued their dedicated work in the reporting period in a proven manner. With their diverse activities, these active groups shape and mould the life of the specialist field both within and outside the GMDS. These activities were supported financially and ideally by the specialist committee. Particular mention should be made of the involvement of the working and project groups in the implementation of the GMDS Annual Conference 2016 and as part of the conhIT 2016 satellite event. Details of the groups' activities and publications can be found in the respective reports.

    Der FAMI hat gemeinsam mit dem Fachbereich Informatik in den Lebenswissenschaften der GI einen Workshop zum Thema „Data Integration in Life Sciences“ im Rahmen der HEC2016 organisiert. Weiterhin hat der FAMI den Fachbereich ILW der GI bei der Ausarbeitung eines ILW Förderpreises in Höhe von 1000,- € für die beste Abschlussarbeit zum Thema „Datenintegration in den Lebenswissenschaften“ unterstützt.

    Der FAMI erarbeitete in 2016 verschiedene Stellungnahmen bzw. unterstützte das GMDS Präsidium durch entsprechende Zuarbeit bei der Erstellung von Stellungnahmen, u.a. die Stellungnahme zum Referentenentwurf des Bundesministeriums für Gesundheit für den Entwurf eines Vierten Gesetzes zur Änderung arzneimittelrechtlicher und anderer Vorschriften, der Leopoldina zur Weiterentwicklung von Public Health und Global Health in Deutschland, sowie zu weiteren Normierungsarbeiten im Bereich Medizinische Software der DKE und des DIN.

    Für die Erstellung des VDE (Verband der Elektrotechnik Elektronik Informationstechnik e. V.) Leitfadens „Normen in der Medizintechnik, Teil 2 -Entwicklung und Herstellung von Medizinischer Software“ hat der FAMI Herrn Prof. Dr. Rainer Röhrig benannt.
    Nach dem Ausscheiden von Prof. Dr. Thomas Bürkle als deutscher Vertreter in der EFMI WG NURSIE und auch in der IMIA SIG NI hat der FAMI Prof. Dr. Daniel Flemming (München) als neuen GMDS Vertreter in diesen internationalen Gremien vorgeschlagen. Der FAMI dankt Thomas Bürkle für seine jahrelange äußerst engagierte Arbeit in diesen beiden internationalen Arbeitsgruppen zur Nursing Informatics und wünscht Herrn Flemming viel Erfolg in diesem für ihn neuen internationalen Umfeld.

    Der FAMI hat am 28./29. April 2016 in Obereisenheim einen Workshop aller MI AGs und PGs sowie MI assoziierter AKs durchgeführt. Hauptthemen dieser beiden Tage waren die Weiterentwicklung der Medizinischen Informatik im Kontext der aktuellen fachlichen sowie wissenschaftspolitischen Rahmenbedingungen und Entwicklungen. Auch die zukünftigen Strukturen der GMDS selbst – angesichts der vielen neuen zu berücksichtigenden fachlichen Gruppierungen (Bioinformatik, Systemmedizin, Versorgungsforschung, etc.) waren Thema dieses Workshops. Zu guter Letzt wurde auch über eine Optimierung der Quervernetzung/Kooperation zwischen den Arbeits- und Projektgruppen und damit auch evtl. einer Konsolidierung von Arbeits- und Projektgruppen nachgedacht. Wichtige Ziele für die Zukunft der Medizinischen Informatik in der GMDS sind eine sehr enge, synergistische Zusammenarbeit der verschiedenen Projekt-/Arbeitsgruppen (nicht nur innerhalb der Medizinischen Informatik sondern auch mit Projekt-/Arbeitsgruppen der anderen GMDS Fachbereiche) und ein deutlich stärkeres Einbringen unserer medizininformatischen Kompetenzen unmittelbar in die Medizinischen Fachgesellschaften, um die Sichtbarkeit und Einbeziehung der GMDS in der Medizin zu erhöhen. Aus den Workshopergebnissen leitet der FAMI nun einen strategischen Entwicklungsplan ab, anhand dessen zukünftig die Kooperation zwischen der AGs und PGs noch tiefer verzahnt und optimiert werden soll.

    In 2016 verlieh der FAMI zum vierten Mal den mit 1.000 Euro dotierten Preis „MI Team des Jahres“. Der Preis zeichnet die aktivste Gruppe innerhalb des Fachbereiches aus. Der Preis geht an die GMDS Arbeitsgruppe „Methoden und Werkzeuge für das Management von Krankenhausinformationssystemen (mwmKIS)", die bis September 2015 von Herrn Prof. Winter, Herrn Dr. Kutscha und Herrn Prof. Walser geleitet wurde. Im Oktober 2015 wurde die Leitung dieser AG mit Franziska Jahn (Leipzig) und  Jan-David Liebe (Osnabrück) neu besetzt. Diese zwei Nachwuchswissenschaftler haben den Staffelstab mit viel Engagement aufgenommen und die Aktivitäten der AG genauso aktiv und erfolgreich wie ihre Vorgänger fortgeführt.

    Auch in 2016 unterstützte der Fachausschuss das Doktorandenseminar Medizinische Informatik welches vom 20. bis 22. Oktober über drei Tage in Dortmund durchgeführt wurde. Neben Fachbeiträgen und generellen Informationen der Professoren Hass und Stang zum Dortmunder Studium der Medizinischen Informatik und den Strukturen der GMDS stand auch ein Besuch bei der Firma i-Solutions Health GmbH auf dem Programm. Die rege Teilnahme an diesem Doktorandenseminar und das anschließende sehr positive Feedback zeigten erneut das exzellente Potential dieser Treffen, zur gegenseitigen Vernetzung und zum Erfahrungsaustausch der jungen Nachwuchswissenschaftler/innen der Medizinischen Informatik.

    Der FAMI unterstützte im Programmkommittee aktiv das Begutachtungsverfahren und die wissenschaftliche Vorbereitung der GMDS Jahrestagung 2016 (als Bestandteil der internationalen Tagung HEC2016) in München. Insbesondere hat sich der FAMI (und auch die GMDS AG AIS) in den von Prof. Winter organisierten internationalen, interdisziplinären Track „Advancing and challenging e-medication around the globe - how to achieve patient safety through nationwide medication processes“ eingebracht und engagierte sich weiterhin in der internationalen Jury zur Vergabe des Posterpreises Medizinische Informatik (welcher gemeinsam durch EFMI und GMDS vergeben wurde).

    Vorgesehene Aktivitäten im Jahr 2017:
    Die Kooperation mit der GI, insbesondere dem GI Fachbereich Informatik in den Lebenswissenschaften (ILW, Leiter Prof. Lenz), soll in 2017 fortgeführt werden. Es ist ein gemeinsames Treffen des FAMI mit dem GI Fachbereich ILW im Februar 2017 in Göttingen geplant.
    Für 2017 plant der FAMI die Koordination der Aktivitäten seiner Arbeits- und Projektgruppen zu weiter fortzuführen und strukturiert über Fortführung, Umwandlung, Zusammenlegung bzw. Einstellung  zu entscheiden.

    Weiterhin engagiert sich der FAMI in der Diskussion um die Repräsentation der Bioinformatik/Systemmedizin in der GMDS.
    Der Fachausschuss Medizinische Informatik wird den Preis „MI Team des Jahres“ auch in den kommenden Jahren wieder ausloben.
    Darüber hinaus sieht der FAMI eine wesentliche Aufgabe weiterhin darin, die Sichtbarkeit der Medizinischen Informatik an den Medizinischen Fakultäten und in den Medizinischen Fachgesellschaften zu stärken, die Kohärenz der Arbeits- und Projektgruppen innerhalb des Fachbereichs zu fördern und den Nachwuchs zu unterstützen. Die Aktivitäten im Kontext des BMBF Förderprogramms Medizininformatik können dazu einen sehr guten Beitrag leisten.
